GMet and SODEXAM Advance Bilateral Cooperation in Meteorological Services

The Ghana Meteorological Agency (GMet) and Côte d’Ivoire’s Meteorological Agency, SODEXAM, have signed a Priority Action Plan for 2026–2027 under their existing Memorandum of Understanding (MoU) on cooperation in meteorological services, capacity building, and scientific research. The plan is intended to operationalize the MoU and guide the implementation of joint activities.
The signing took place in Abidjan on Wednesday, 28 October 2026, ahead of the second phase of the World Meteorological Organization’s (WMO) Volta Flood and Drought Management (VFDM) project workshop, scheduled for 29–30 October 2026.
The implementation plan translates the MoU into concrete actions, outlining how the two institutions will collaborate in the areas of cooperation and guidance, capacity building, scientific collaboration, and joint projects. The VFDM Phase II project is a key example of how the MoU can be translated into practical action.
Under the plan, SODEXAM will draw on GMet’s expertise in marine meteorology and forecasting, while GMet will benefit from SODEXAM’s research experience. The two institutions will also explore staff exchange programmes, the joint development of weather and climate products, and regional data sharing, particularly radar data, to strengthen weather monitoring.
A steering committee comprising the top management of both institutions will oversee implementation, while a technical committee will develop proposed activities for consideration and approval by the steering committee.
With the implementation plan in place, the partnership is expected to move from a cooperation framework to practical delivery, strengthening technical knowledge exchange and supporting the provision of meteorological and climate services that respond to the needs of both countries.
The SODEXAM delegation was led by its Director of Meteorology and Vice-President of the World Meteorological Organization (WMO), Dr Konaté Daouda. GMet’s delegation was led by its Director-General and Permanent Representative of Ghana with WMO, Dr Eric Asuman.
Meanwhile, the VFDM Phase II workshop, taking place on 29 and 30 October 2026, brings together stakeholders working in weather forecasting, water management, and disaster preparedness. Ghana is represented by officials from the Ghana Hydrological Authority, the National Disaster Management Organisation (NADMO), and the Ministry of Environment, Science and Technology (MEST), which serves as the National Adaptation Fund focal point.
The workshop forms part of ongoing efforts under the VFDM project to strengthen flood and drought management across the Volta Basin. GMet serves as Ghana’s national implementing entity for the project, while SODEXAM fulfils the same role in Côte d’Ivoire.
