GMet Finance Department Embarks on 10-Day IPSAS Training to Strengthen Financial Management

The Finance Department of the Ghana Meteorological Agency (GMet) has commenced a 10-day intensive training programme on the preparation of financial statements under the International Public Sector Accounting Standards (IPSAS). The opening ceremony was held this morning 12th August, 2025 at the Ange Hill Hotel, drawing participants from the Finance, Internal Audit, and Procurement units.
Delivering the opening address, the Director-General of GMet, Dr. Eric Asuman, described the training as a “significant step in our journey toward improving transparency, accountability, and efficiency in our financial management processes.” He explained that the adoption of IPSAS was not merely a technical requirement but a strategic move to align GMet’s financial systems with globally recognised best practices, thereby enhancing credibility and public trust in the Agency’s work.
“The transition to IPSAS will bring about more consistent, comparable, and reliable financial statements. However, this requires not only changes in systems and processes but also a deep understanding and commitment from our finance staff,” Dr. Asuman noted.
Drawing on the provisions of the GMet Act, 2004 (Act 682), the Director-General reminded staff of the Agency’s corporate mandate, governance structure, and the crucial role of sound financial management in achieving organisational objectives. He underscored the “Three Es” of financial management; economy, efficiency, and effectiveness as essential guiding principles for managing public resources in a way that delivers value to citizens.
Dr. Asuman also emphasised that strong public sector financial management was “a necessity, not a luxury,” especially in the face of limited resources, poverty, and the growing scrutiny of civil society and the media. He urged participants to fully engage in the sessions, ask questions, and share practical experiences to make the training impactful.
Declaring the training officially open, he expressed confidence that the knowledge gained would translate into stronger systems and improved accountability within GMet.
The Deputy Director-General for Support Services, Mrs. Vivian Abla Kally, commended the inclusion of the Internal Audit and Procurement units in the training, highlighting that this approach would “enhance cross-departmental working relationships and foster greater synergy in financial reporting processes.” She encouraged participants to not only absorb the lessons but also to apply them diligently in their daily work.
The training is being facilitated by Mr. Obodai Salam, Head of Systems and Technical Services, National Accounting Directorate at the Controller and Accountant-General’s Department (CAGD). Over the 10 days, participants will cover the principles, requirements, and practical applications of IPSAS, with a focus on preparing financial statements that meet international standards. Real-life case studies and interactive sessions are expected to deepen understanding and build the capacity of staff to implement the standards effectively.
This initiative is part of GMet’s broader effort to modernise its financial management systems, enhance accountability, and strengthen stakeholder confidence in its operations.
